Construction Project Margin Risk Checklist: 12 Practical Checkpoints

12 practical checkpoints to review construction project margin risk monthly: from BOQ and budget to cash flow and forecast margin.

(Commercial Manager).

Most "financial surprises" on construction projects aren't surprises at all — they're signals that were there all along and nobody reviewed regularly. This checklist is built around 12 practical checkpoints, each with a clear question, a warning sign, and the data you need to answer it. Use it as a monthly review for any active project, regardless of which system you run it on.

1. Commercial Scope

Question: Does the current contract value reflect all approved variation orders?
Warning sign: The contract value in the system still matches the original figure despite approved variation orders existing.
Owner: Commercial Manager.
Frequency: With every variation order.
Action: Reconcile the approved variation order log against the system's contract value immediately.

2. BOQ and WBS

Question: Is every cost item linked to a WBS node and a specific cost center?
Warning sign: Costs posted with no WBS or cost-code link.
Owner: Cost Control Manager.
Frequency: Monthly.
Action: Fix the mapping before the next report — a report built on unmapped data misleads more than it helps.

3. Budget

Question: Is there an approved original budget locked as a baseline?
Warning sign: "No control period has been closed, so original and current budget are the same figure" — meaning there's no real baseline to compare against.
Owner: Cost Control Manager.
Frequency: Project start.
Action: Lock the baseline formally before spend starts accumulating.

4. Open Commitments

Question: Are open purchase orders and subcontracts reflected in "committed cost"?
Warning sign: Committed cost shows zero despite open purchase orders existing.
Owner: Procurement Manager.
Frequency: Weekly.
Action: Confirm every purchase order posts to the system at issue time, not at invoicing time.

5. Actual Cost

Question: Does actual cost in the system match real accounting entries?
Warning sign: A significant lag between real spend and its posting in the system.
Owner: Cost Control Manager.
Frequency: Weekly.
Action: Accelerate the supplier invoice posting cycle.

6. Procurement Exposure

Question: How many required materials currently have no valid quote?
Warning sign: Market coverage percentage dropping, or the "no valid quote" item count rising.
Owner: Procurement Manager.
Frequency: Weekly.
Action: Launch RFQs for critical items immediately.

7. Material Price Risk

Question: Which key materials are trending upward over the last 30 days?
Warning sign: A material that's material to the budget shows a high-volatility flag.
Owner: Procurement Manager.
Frequency: Bi-weekly.
Action: Lock the price or bring the purchase timing forward before it rises further.

8. Progress and Certification

Question: Does the certified value on the progress claim match actual site progress?
Warning sign: Certified percentage is far from actual physical progress.
Owner: Project Manager.
Frequency: Every certification cycle.
Action: Reconcile directly with the site team before approving the next claim.

9. Variation Orders

Question: Are all variation orders documented and approved before work proceeds?
Warning sign: Work has actually been executed with no documented variation order behind it.
Owner: Commercial Manager.
Frequency: Per event.
Action: Formalize documentation before proceeding, not after.

10. Cash

Question: Is cumulative cash-in covering cumulative cash-out?
Warning sign: The "cumulative out" line crosses above "cumulative in" on the cash profile chart.
Owner: CFO.
Frequency: Monthly.
Action: Review billing and collection timing.

11. Forecast Cost

Question: Is Estimate at Completion (EAC) trending above budget?
Warning sign: Variance at Completion (VAC) is negative and widening over time.
Owner: Cost Control Manager.
Frequency: Monthly.
Action: Escalate to management immediately, not at project close.

12. Margin

Question: Is forecast margin below the target threshold?
Warning sign: Forecast margin is clearly below the target margin.
Owner: CEO.
Frequency: Monthly.
Action: Review at the portfolio level, not just the single project.

How to Use This Checklist

You don't need a specific system to start using this — you can run it manually against any active project you have right now. What changes with a connected cost control system is that these answers are ready automatically instead of being pulled together from scattered files each time. If you'd like to walk through your current project against these 12 checkpoints with our team, book a free consultation.
